Easy to solve:
No language other than en-GB works in the global configuration. I discovered that if I rename my language to en-GB, everything will be in my language. This means it's not a difficult solution. And since we're talking about an area of ​​Joomla that's the heart of everything, it certainly couldn't be labeled stable with a problem like this where the administrator user doesn't have their original language and needs to resort to a workaround to have the global configuration in their language.

What language were you trying to use?

As you say this is "at the heart of joomla" so if it was a common problem we would already know about it.

This is normal behaviour when debugging is enabled for languages.

This is also expected behaviour. And of course, in addition to the front end, the entire back end can also be translated into another language. Depending on the Joomla version, not all languages may be available, and language packs that were available in versions 3 and 4 in the past may not be ready or released in versions 5 or 6.

It looks like the original post was written in Portuguese. I can't tell if that is Portuguese Portuguese or Brazilian Portuguese. There are language packs for both of those in Joomla! 5.
