Summary of Changes
Current Profile tab of debug bar displays all rows without any outline and it's hard to identify the data, especially most recent events.
I suggest to add a light grey background on mouse over:

Apply patch, enable debug, open Profile tab, move mouse over rows.

If debug is running in dark mode then you cant see anything highlighted

- Checked missing highlight before
- Applied PR with Patch Tester,
npm run build:cssand full page releoad - Seen nice mouse over lightgray line highlight in Light Theme
- Tested debug bar Dark Theme, also nice with mouse over lightgray line highlight
