Create a submenu item (not external URL).
Assign an alias
Publish it
Open the site
Select the menu item
URL with the alias
(format: http://127.0.0.1/site/index.php/alias)
URL with a timestamp and the alias
(format: http://127.0.0.1/site/index.php/2014-10-13-17-46-56/alias)
If you change the menu parent to root, the URL doesn't show the timestamp

You're right.
I have an EXTERNAL URL parent.
As the ALIAS field is hidden in this type of menu item, I have changed the menu item type to Menu separator to show and change the alias field.
Changing again to External URL, hide the alias keeping the value set before.
It's a hack but works.

Your problem is that you have a parent item with an alias of the date. An alias of the date is created if an item with that alias already exists. Note that the item could be in the trash.
