[#46344] - [5.4][6.0] Error Message on Installation If Automatic Updates Disabled

Steps to reproduce the issue

  1. Install J5.4.0 (or J6.0.0)
  2. At the end of the installation Process, disable Automatic Updates

  1. Try to Open Site or Open Administrator

Expected result

Frontend or Backend are opened

Actual result

Error message is displayed:

System information (as much as possible)

Laragon 6.0
PHP 8.4.11
MySQL 8.0.30

Additional comments

Despite the error message, the site seems to work okay. Just check the normal URLs.

I've applied the code from PR #46286 . And I can confirm that this code solves the issue
