Summary of Changes
When mail is disabled on a site the NEW button is not present in the admin privacy request screen.
This PR adds an on screen message using the existing language string

Disable mail sending in global config and go the privacy request screen

@Sulpher At the bottom of every PR is a block showing the tests that have been run. At the bottom of the list of tests is a link to download you might have to wait until it says are tests have completed
That will take you to a page where you can download a full joomla release with the PR applied or alternatively a custom update server you can use in your joomla admin
@brianteeman Is this only an issue in 6.x? Or also in 5.x? If also in 5.x, the PR should maybe be made for 5.4-dev.

I faced with this case on Joomla 5.
@brianteeman Maybe better redo than rebase? Rebase from branch X to branch Y is always a problem when branch X is in advance to branch Y with commits.

Thank you for this PR, Brian.
I am ready to test it. Unfortunately, I am not well familiar with full cycle of work with Github (that's why I am not testing other PRs), but if it is possible to make temporary upgrade pack to install on Joomla 6 beta, I'd be happy to test it. I've seen in another issue such a link (which is cool).
