Steps to reproduce the issue

Open article's Publishing tab, set e.g. 'Finishing Publishing' with date and time and save the article.

Expected result

Date and time are saved.

Actual result

Date is saved and the time is reset to somehow the actual time.

System information (as much as possible)

Found in testing #46003 for 'Start Featured' and 'Found Featured', see video. Seen in Firefox and Safari. Retested is already an error in 5.3 and also for 'Finish Publishing'. But not for 'Start Publishing'.
