Replace CMSPlugin.php manually with https://github.com/joomla/joomla-cms/blob/4fa12c225a655042c6f2218e6486a5944b2a7ec4/libraries/src/Plugin/CMSPlugin.php

I've allowed myself to fix the conflict in the phpstan-baseline.neon file. As this did not change anything on the code, RTC is still valid.
