Summary of Changes

We are currently running 2 codestyle checkers for PHP files. It doesn't feel right to do so, so this PR removes phpcs, which seems to be a bit behind in terms of development.

Testing Instructions

There is nothing to test here, since it doesn't change anything in the CMS, but only in our CI setup
