Is there a reason that Bootstrap has been locked to 5.3.3 #44067

I would have expected it to be at least
"bootstrap": "~5.3.3",

And then we would be using 5.3.7

I think we will update it in 5.4-dev and 6.0-dev before the beta 1 releases.

I found the PR where it was pinned: #41899

Later it was updated with this PR but still pinned: #44067

Reading the first mentioned PR I think we can change it to "^5.3.7".

It seems to work here but I will check and text before I make my PR for the NPM dependencies update in 5.4-dev.
