Steps to reproduce the issue

Make a button btn-secondary on a not-white background.
Hover this button. The background of the button becomes transparent.
It remains transparent while it is active.

There is no definition for --btn-secondary-color-hvr

Expected result

btn-secondary has white background on hover in light mode

Actual result

btn-secondary is Transparent on hover and focus in light mode
