Pull Request for Issue #45421 .
Summary of Changes
at some point in time (possibly 8 years ago) the styling of this page was broken. This PR is not identical to the original (screenshot in #45421) but its a lot better than it is without this PR.
Testing Instructions
- Install a dev release of joomla
- delete the database
- or change the name of the database on configuration.php to an invalid database
- try to open the installer example.com/installation/
as this is includes scss changes either use a prebuilt package or `npm run build:css'
