Fixed an issue where the search bar description was partially visible

Changed bottom: 100% to top: 100%; bottom: auto;, ensuring the description appears completely without obstructing the search input.

- Go to the media manager or any relevant page with a search bar.
- Hover over the search bar to view the description tooltip.
- Ensure the description appears below the search bar and does not overlap.

This should be RTC as its just a remake for 5.3 of a previous PR #45229 that was already RTC and there have been no changes
