Steps to reproduce the issue

Above the SEO section in the SITE tab of the global configuration the hint 'Additional settings can be found in the "System - SEF" plugin.' is displayed but there's no link to open the page with the plugin options.

Expected result

The Text '"System - SEF" plugin' should be linked to the page with the plugin options (or alternative to the filtered plugin list 'index.php?option=com_plugins&filter[search]=sef' if the ID isn't always the same) so users could comfortable access the SEF Options with one click (or two clicks).

Actual result

The hint contains text only - no link exists.
