Steps to reproduce the issue

Create a CLI application, and attempt to run any plugin event - if the plugin access level is not "Public" - the plugin will not load/run.

Expected result

CLI plugins can do all sorts of admin stuff - why doesn't it run with the Super User ACL?

Actual result

nothing - the plugin doesn't even fire __construct. If I change the target plugin access level to Public - it runs just fine.

Joomla! 5.2.5 Stable [ Uthabiti ] 11-March-2025 16:00 GMT

This issue #16314 was reported nearly 8 years ago, closed nearly 3 years ago with no resolution - because J4 was being released.

I'll keep an eye on it. When testing is available, I'd be happy to test it. Right now it appears to be failing prior to that stage.
