[#4519] - User controller should return boolean

We are doing an exit; on UsersControllerUser:

https://github.com/joomla/joomla-cms/blob/staging/components/com_users/controllers/user.php#L185

That should probably replaced with a return true;. We need to be sure that registration works as expected after modifying it.
