Steps to reproduce the issue
- Create 2 banner categories. Category 1 sets access level Super Admin and Category 2 sets access level Public.
- Login as an Administrator access user and go to the Banner Categories list.
- Can able to access the banner category which access level set for the Super Admin.
Expected result
Administrator role user should not allow to access category set for the Super Admin role.

Your instructions are impossible
Create 2 banner categories. Category 1 sets access level Super Admin and Category 2 sets access level Public.
There is no such access level

Thank you for reporting this issue! However, I am not able to reproduce this issue.
Two users
I have two users, one in Super User group, another in Administrator group:
Super User
I created two new Banner Categories:
a "Super User Banner Category" with access "Super Users" that should only be available for Super Users
an "Administrator Banner Category" with access "Special" that should be available for Super Users and Administrators
Administrator user
In another browser, logged in as that Administrator user, I cannot see the "Super User Banner Category" that is only available for Super Users.
Could you please check again?
