The way issue appears in the video shared for reference in the description, it doesn't appear for me in my local setup for jommla 5.3-dev.
I attached a video have a look at it and please let me know what I doing wrong to reproduce the issue.

Hi @uthorat, I am not sure I understand the issue and the goal of your Issue.

There is nothing wrong with how Joomla is currently working with long files names, it simply displays it.

I created a sub-folder, and then another sub-folder... I uploaded a very long file name:
Joomla_5.3.0-rc3-dev+pr.45322-Development-Update_Package.png

and it shows up very nicely (especially if you switch the List view from Tiles to Details...)

Here is a video to show that the file is not trimmed or cut off and has no visible issue...
