Summary of Changes
After creating new 5.4-dev from 5.3-dev branch, set versions 5.4.0-dev respective 5.4.0-alpha1-dev.
Also use Kuimarisha as release name proposal.

Verify in Joomla administration backend the versions.

As named bump script is needed and more details, will see @richard67 do the work ...
We will do that in the next days. Am waiting for feedback from a native speaker for our idea for a code name. In the mean time I've locked the 5.4-dev branch.

My computer suggests its one of those words with many meanings - not all of them appropriate
@brianteeman What you saw in this PR was the code name from 6.0-dev, was a mistake.
@richard67 I couldn't find documentation on setting the version numbers, so I followed the approach used in a similar PR. Please review.
