open permission debug view of groups and filter for components:
- com_config
- com_mails
- com_postinstall
- com_scheduler
related PR #39525 (undefined variable)
Expected result
no PHP warnings or untranslated strings

There is a translation for language key COM_SCHEDULER_PERMISSION_TESTRUN="Test task", but the localization file does not load.
UPD
The line is only found here and in the access rights settings. Therefore, it should simply be moved to the JACTION_xxх action line group in file joomla.ini.
