Steps to reproduce the issue
Install at least one RTL language eg Farsi
Install Multilingual Sample Data
Move the sample Categories created for each language to be subcategories of Uncategorised
Check the display in the category manager in both LTR and RTL

Either I am blind or whatever, but in opposite to the other issue #44648 , I do not get what’s the issue here from looking at the screenshot.
