Thank you for this PR, unfortunately it is missing at least the version bump for the composer.json. I was considering updating this PR together with you, but I also took the opportunity to update phpstan and our joomla/filesystem package and so I created a new PR: #44066
Since that PR is more complete, I'm closing this one in favour of the other.

I have tested this item ✅ successfully on 36fd910
The error on minifying the debugbar.css file have gone, and the minified file is created now.
