There won't be a language freeze until Beta 3. This raises the question of whether we should start running the translations in the 5.2-dev branch rather than the 5.1-dev branch.

I think the following order is important.
First, merge #43982 into 5.2-dev
Rebase this PR #44012 to 5.2-dev and check whether it is obsolete or merge.
Then I or @HLeithner would merge the PR joomla/core-translations#1385 and manually trigger the action.
