[#4361] - Joomla Ownership Changes

Hello Community,
I am the user of Joomla since version 1.5 upgraded to 2.5 now using 3.3 and I built every 3rd website in Joomla in average I just found out recently that Joomla changes file/folder permission and it doesn't let me create a folder/file inside Joomla structure I just updated a ticket to my hosting provider they solved that issue for me, I would like to make a request here to please solve this issue if its from Joomla's end.

I believe the issue you see is coming from the way your hoster has you set up. If the webserver runs on a different user than your FTP user, then you get exactly this issue.
Joomla has a built in FTP function which you should activate to solve this issue. Much better however is to ask your hoster to change the webserver user so it matches your FTP user. If he says he can't do that, change your hoster.
Closing as it's not a Joomla issue.

Please clarify:
"Joomla changes file/folder permission" - what file or folder has changed permissions, what was the permission, when was the permission changed, what is the new permission.
"doesn't let me create a folder/file inside Joomla structure" - how are you trying to create a new folder and where did you try to put it?
If possible, attach some screenshots to better explain your issue.
