Summary of Changes
Call to a function isAutostart that performs a simple query to avoid the loading of the full tour if autostart is set to 0.
Testing Instructions
Set 'debug system' and 'debug language' to 'Yes'.
Actual result BEFORE applying this Pull Request
Check that you get the same results as stated in issue #43153 when accessing the dashboard.
Expected result AFTER applying this Pull Request
All additional queries (one simple query that gets the autostart value remains) and untranslated language strings are gone from the debug console.
