Steps to reproduce the issue

(The user has permissions on their article category to Create, Delete, Edit, Edite State, Edit Own.)

If menu item is
New Article > (Category Preselected for user)
The ‘status’ (unpublished / published) options is available to them.

If menu item is
New Article (Category NOT Selected and user is left to choose when creating)
The ‘‘status’ (unpublished / published)’ is not available to them, when the page refreshes after they’ve selected their Category

Expected result

For users to have publishing options available to them if they've selected a category they've access too.
