Please follow the steps in this screen capture of the system tests:

You will get an error: "Save failed with the following error: A content language already exists with this URL Language Code"
However in this case there is not any content language other than en-GB with url "en". No mater what URL Language Code, seems that it doesn't allow to create the content language.

Not sure I understand... Why do you enter "Default" in the fields?
I can replicate this issue ONLY by doing the following
Create a new content language with default in the fields
Delete the language
Try to recreate the content language
The problem is that when you delete a language it is not deleted but instead it has its status changed in the DB to -2
On the left hand side select the filter for trashed - select the language and then empty trash
Now you are able to create the language again
I am closing this as it is the expected behaviour

I dont think the message should be changed as the same is true for everything

It's true that the same behaviour exists everywhere. It can be confusing in all places
Javier makes a good point that we could maybe improve the messages to give a hint to check the trashed items. It may help the not-so-experienced users
