[#41308] - [J 4.3.3] Can't edit locked items in the Multiligual Associations

Steps to reproduce the issue
In my Joomla class we set up a multilingual site. Deya, one of the kids discovered an issue:
When you have a locked item you are not able to add multilingual associations to it. And you are also not able to unlock the item by clicking on the lock.
Expected result
- Error Message that the item is locked when clicking on the badge
- Ability to unlock the item by clicking on the lock
Actual result
. No Error Message
- Nothing happens when I click on the lock

Sorry just realised - you can checkin by clicking on the icon in the articles list. Its just the associations manager where you cant
Yes thats why i think its a valid issue ;-)
What would you expect @coolcat-creations?
the code indicates that you click on the padlock to check in the items (just as in the article manager but it doensst do anything
Like Brian said. I would expect the same behavior like in other lists, I click on the lock and if I am allowed to I can checkin the item. And I would display an error when I click on the language badge that creating an association is not allowed when the item is checked in. Because currently just nothing happens.
