Summary of Changes
Objects are always passed by reference, so it makes no sense to pass the dispatcher by reference in the CMSPlugin constructor. This is backwards compatible as changing the method signature has no impact.
Testing Instructions
Code review is enough as the system tests are covering a lot of plugins already. if it works once, it will everywhere.
