PHP Warning: Invalid argument supplied for foreach() in libraries/joomla/string/string.php on line 970

In addition, under no circumstance the function was able to return null.
I've updated the function to reflect its description and return false in case of badly formed URL.

@note the same code is allready in staging so it is a 2.5.x only issue.

Do NOT commit!
This breaks multilanguage sites using Unicode Aliases (and also "normal sites")..
To test set a unicode alias for a menu item => 404
