The Show all tours modal appears to group the tours automatically by component based on the url of the start url. However this prevents you creating various perfectly logical tour groupings
For example you can not have a group Articles that contains tours for Article Fields, Article Categories, Article Options. The author will have to ensure that they put the word Articles in the title and the user will have to search for the correct option across all the groupings.
Another example is that you could not create a group of Beginner Tours and another group of Advanced tours.
The point of the guided tours is to be especially helpful for new users and they would not understand that the category submenu of the banners menu would not be in the banners group so they just assume there is no tour.
Additionally for an extension provider that wants to add their own tours they can not group them for their extension if it is using core components such as fields, categories, options etc
Personally I would not group the tours automatically by component and instead use a grouping system (perhaps like fields)
Creating seperate issue for each bug report so that they dont get lost inside a bigger report (again)

Since 5.0 we have contextual tours. For instance, the articles tours has articles and categories as context. The same goes for the category tour because the category tour is for creating article categories. Now, since 5.0, when in the context of a tour (for instance, in the article page), both tours show as 'featured'. We should be able to provide the same kind of classification in the modal window.
