Summary of Changes
By default the Smart Search component has "Gather Search Statistics" set to no. If you go to the Smart Search->Search Terms page you get a message telling you this and a link to the options.
But if you log in as a manager which does not have permission to access the options you get the same message but clicking on the link gives you a 403 error message anbd you have to return to the dashboard to continue
This PR changes the message displayed when the user doesnt have permission to access the Options.
Testing Instructions
Log in as a manager and go to Smart Search->Search Terms
Actual result BEFORE applying this Pull Request
and the link goes to a 403 error
Expected result AFTER applying this Pull Request
Users with access to the options see the same message as before
