[#39115] - [4.2] Tag {ACTIVATE} is redundant when registering a user without activation

Steps to reproduce the issue
In email templates Users: New account without activation and Users: New account without activation (with PW), the {ACTIVATE} tag is redundant because nothing needs to be activated. Moreover, I went a little further and added it to the template text. As expected, it's redundant.
