This PR replaces #3821 by implementing the full datetime storage and setting the timezone to the server_utc time.

@test Roland I have set to NY server time, birthdate 2nd July and in editing it shows 1 july for birthday..... I have changed the 2 files with the patch and I still have the 1 July

@gwsdesk One scenario I don't know what we should do with is when the server timezone is changed. In this case all dates stored by Joomla using the previous timezone will be incorrect.
After you changed the timezone to NY, the user profile must be stored first with the 2nd July birthdate, after that it should keep showing the 2nd July. That is not happening?

No it is not...... I can show you that on the online test site. You have
my email so I can give you easy access. When you change the profile as
frontend user to in this case 2nd of July it shows in the overview 2nd
of July but when you click "edit profile" the 1st of July is back

@gwsdesk I have sent you an email. I have tried my frontend user with 3 different timezones but the date is always the same. The only thing I can think of now is either different settings or browser caching of some kind.
