Steps to reproduce the issue

Add a user with permissions manager and activate password reset required.
Then login as this new user into backend.
The user edit screen is open and you can enter a new password. Save and close

Expected result

You are directed to the dashboard as manager has not the permission for users

Actual result

redirect users - administrator/index.php?option=com_users&view=users and
You don't have permission to access this. Please contact a website administrator if this is incorrect.
