If - for some reason - the update feed/stream have been unavailable at least once, the stream is marked as disabled.
If this happens to any 2.5/3.0 sites, it will require a push on "Purge" under extension updates.
Not very intuitive when joomla updates is separated out.
This is a purge button which resets last check time and enables site update stream again.

New JLIB strings have also to be added in front-end
+1 from me. People expect automatic updates to work, which generates extra support requests for extension developers.
