This updates both the composer dependencies and the npm dependencies and also executes the cleanup tasks, which build the XML and HTML files you see in this PR. All of this hasn't been done in quite some time. Since we introduced renovatebot in the past, this should actually have been doing these updates, but renovatebot fails on the post-upgrade-tasks which generate the XML and HTML files, so this currently needs to be done manually. Hopefully this will have changed in the next 2 weeks...
