Steps to reproduce the issue
Create a user field (List) and limit the number of rows to 1 ("Maximum Rows" =1).
Expected result
When editing the post, I expect the icon for adding a list entry (row) to be inactive.
Actual result
Open the post in Admin: the plus symbol to add another row seems active, although it has no effect. As a user, I expect a green add button to have an effect or be inactive. In the Joomla Admin, this principle of conformity to expectations is violated at this point.

It has been many months since you filed this bug report. As this was not clear @chmst asked for further explanation or screenshots so that we could investigate.
Without that information it is impossible to do anything and if it is not provided in the coming days I recommend that this is closed as unactionable
Create a subform and enter 1 for Maximum Rows.
Edit an article.
Go to Fields tab.
After adding the first entry, these buttons should be dimmed to indicate inactive.
Instead of setting a repeatable field to only have one entry (which by its defintion you are making non-repeatable) you should set the field to not be repeatable

Correct
When specifying the maximum rows whether it be 1 or 20, there is no visual cue once the maximum has been reached.
This is correct. A repeatable field with limit 1 makes no sense.
But in other cases, the plus icon should be disabled when the maximum number is reached. And after every "-" the plus-button must be enaled again.
Could you please add a screenshot? What do you mean with "open a post"?
