[#38224] - Language association for category shows warning and does not show flag

Steps to reproduce the issue
Create manually a new content language i.e. hr-HR for Croatian
Create an article for Croatian
Create menu for Croatian (with home)
Open "Content" - "Categories" in J4 in the backend.
Create Categories for Croatian and English
Assign Language associations and save the the categorie
Warning ist shown "Some associated items are assigned to the hr-HR Content Language but that Content Language is trashed or deleted." and the Croatian flag is not shown for the associations.
Expected result
No warning shown.
Correct Association with flag in the category list
Actual result
System information (as much as possible)

@brianteeman Do you mean, if the content language is trashed or deleted?
yes, I checked (see first screenshot - hr-HR is published, and I just rechecked, there are no deleted content languages)
How did you install the language without it creating a content language automatically?
I spotted that there is an additional bug in that you cannot empty the treash for content languages
I just created the content language manually. There is no language pack for Croation yet, so I could not install it.

hm, but then I should not be able to create a "content language" if there is no "site lanuage".
can you dump the content of the #__languages table ?
I got different errors and you cannot manually create a site language - which is needed for the language filter
