Steps to reproduce the issue

on a clean installation install any extension and then remove its entry from the #__extensions table. A language is perhaps the easiest.

Part 1

Now go the system dashboard

Expected result

Actual result

Part 2

Now click on discover and it will show the extensions that can be installed. Do not install them. Just return to the system dashboard
The dashboard now shows the expected result
