Same as @pete-rossetti . I cannot reproduce, testing with APC, xcache, etc from MAMP.
Switched on progressive & conservative cache, via global config and feed continued to work.

I cannot reproduce this fault.
I used the global config to switch the cache off and on for both Progressive and conservative mode.
Created a mod_feed module placed on the front end and it continued to work regardless of the cache setting
Using 3.3.1 (staging ver)
