Pull Request for pr #36332.
Summary of Changes
Same as #36332 just for cli applications (which are deprecated). Why this? If cli applications do support this, we can make the getRouter function available in the CMSApplicationInterface.
@wilsonge can this be considered by code review as we do not have any cli application anymore in core.
