Everything works well.
Ukrainian did not check - there is no localization package for J4, but the principle is identical - I think everything is fine there as well.
In Russian:
á,Á,α,ά,ą,Ą,ä,Ä,ā,а ---> a-a-a-a-a-a-a-a-a-a,
тест с долларом $ ---> test-s-dollarom-usd,

Everything is according to the function in file localise.php.

If I remove the transliteration formula from the Russian language, the phrase äüö
is transliterated into auo
. OK.

Patch works! Testen on menu items and articles. Also tested with different languages (Chinese, German, Dutch)
I've restored the two test results in the issue tracker since the commit which invalidated them was only a grammar fix in a code comment.

@7at1blow Next question: You are using 4.0 RC 5. Has that been a new installation or has it been a 3.10 or a previous 4.0 Beta or RC version updated to RC 5? I'm asking in order to find out what the differences could be in our sites which make it work for us but not for you.

It is a 4.0.0-rc5 and it was not a new installation. It has been a 4.0 Beta in the beginning. (I don't know if/how I can see anywhere with which beta version I've done the installation - but I can see: The oldest folders of that installation have the date from 07. Jan 2021.)
@7at1blow That could have been Beta 6. Have you updated then only one time to RC 5, or have you updated in steps? And have you always used the Joomla update component, not just unzipped the files? I need as many details as possible so I can try to reproduce it here when I have time.

Just to be sure I understood you correctly: The new code for the Language.php is found at the same link you mentioned here yesterday? Means: https://raw.githubusercontent.com/joomla/joomla-cms/283958a7dc4fd063e20a13d51e807555fe95e035/libraries/src/Language/Language.php . I'm asking, because I couldn't find any difference there in comparison to the code of yesterday.

in my W8.1? I've searched for this file in my W8.1 but couldn't find a file like that. And I've also searched for information about how to update the ICU Data version
, but couldn't find anything helpful.
2.b) Then I've got the idea to open my J4.0.0-rc5 site (with the Language.php from yesterday) using a browser in another OS (very fresh installed Linux Mint via VMPlayer in my W8.1). There I've got the same result: ä ö ü
became still a o u
. So, I assume that it couldn't have something to do with the OS of the PC on which I use the browser to open my J4.0.0-rc5 site. But maybe I totally misunderstood you in this case and you've meant something else with "OS".

Nope, not your OS, but server OS, where your site is located.
This can be updated only by server support team (if they not lazy).
But it doesn't matter anymore, latest changes should be good even if ICU is old.
