When i try to enable the Google two factor authenticator using the mobile application i receive this error:

Notice: Use of undefined constant MCRYPT_RIJNDAEL_256 - assumed 'MCRYPT_RIJNDAEL_256' in /home/user/www/joomla33/libraries/fof/encrypt/aes.php on line 44

personaly i have other problems to work with TFA.

With enable you don't mean enable the plugin? You mean enable it at user user profiel?

I applied the patch of #3431 but seems that not solve the problem.

When enable, i mean enable the two factor authenticator at super user profile.

Problem solved. mcrypt module for PHP was not loaded, but Joomla! should not have some check to see if this module is installed?

I agree that it would make sense to check that in the TFA plugin if it's a requirement. Since there is a PR to move it away from FoF, I think it would make sense to discuss it there.
