Steps to reproduce the issue
I recently saw a similar problem among Issue, but could not find it. And as far as I remember, it was fixed. However, I just accidentally started installing a nightly build package, which was NOT fully downloaded, and the system gave me the following error:
COM_INSTALLER_MSG_INSTALL_WARNINSTALLUPLOADERROR
The constant is in the files. But for some reason it didn't work.

Found it, #34804. But I am using a more recent version.
