I wonder though how a Canadian user will manage if showing twice the Canadian flag. It may be confusing. But that will be their decision.

Yes, this came to mind.

The issue with the confusion is due to the underlying Language Switcher approach of using nation flags to switch languages. In the case of Canada, being a bilingual nation, the Language Switcher logic is faulty in presenting nation flags to choose language. In a country with 3 official languages the situation may be even more perplexing for the user.

The recommended approach in these use cases would be that site owners in countries with more than one official language opt to use the Language label instead of the country flag setting in Language Switcher module.

In Canada it is common for french to be associated with the Quebec provincial flag. This may be another approach to provide a visual queue to users if the site owner wishes to use flags. In this case it is not a country flag but a provincial flag, but for Canadians with 80% of french speaking population in Quebec using this flag would make it less confusing and would follow the convention already utilized on many existing sites with two official languages in Canada.

The quebec flag icon could be fr_qc.gif for these purposes while maintaining the language code fr_ca for ISO purposes.

In Switzerland, we use the flags of Germany, France and Italy for our languages.

Switzerland is a good example to show the distinction with Canada that may have been overlooked in the initial design of Language Switcher.

The main difference from Switzerland is that it does not administer the German,French Italian languages as these are functions performed by the respective nations. Using flags from those nations in those cases is accurate.

Whereas Canada actually administers Canadian English and Canadian French as distinct languages from American English, British English and French from France. Using flags of other nations for Canadian language would be inaccurate and misleading.

We do not need the fr-CA Canadian flag. It would be the one used automatically in case of creating a multilang site with en-CA and fr-CA when installing J, i.e. we would get 2 Canadian flags.
The Quebec flag should be fr-CA.gif
If someone wants to use the Canadian flag with fr-CA, it will always be possible through Content languages to choose the flag desired.

Also, this should not be merged until the TT Coordination has verified core packs.
