Steps to reproduce the issue
Install joomla 4
View configuration.php
Login to admin
save global configuration with no changes
Expected result
configuration.php the same from clean install, and after first save of global config
Actual result
Here is a gist with the differences - note 64-104 are the items missing on a clean install
