Personally I would go further and remove ALL the submenus from the page. You can access all of them anyway either via the top-menu or by filters on the page. This gives us the full width for the manager lists.
This is something we did for the UX sprint but it didnt get committed.

Indeed. I would remove the upper one because that one usually is for different views, not to set filters. It also generates funny URLs when you use that.
