If there are no post-installation messages there is no point in displaying a button to them
If there are no private messages in your inbox there is no point in displaying a button to them
Just as the multilingual status button is not displayed if the site is not multilingual there is no point in displaying these buttons if there are no messages.

lol I wrote this Pr this afternoon then remembered that certain people were against progressive disclosure :) :) :) so I binned it :)

totally agree with the PR - Like I said before elsewhere - I fully expect there to be a lot of extension developers "abusing" this prime position, so the less clutter the better... and @regularlabs is tweeting, who even uses messages in real life, and post installation messages should be read, action, discard (hide for life)
As I replied I use this all the time but it still wouldnt make sense for me when there are no messages
