Steps to reproduce the issue
- Fresh installation (cloudnet) ---> OK
- Spanish language extension intallation es-ES_joomla_lang_full_3.9.18v1 ---> OK
- Multilingual Sample Data intallation ---> OK
Expected result
- Showing flags in home page ---> OK
- Switching to Spanish in home page ---> KO (404 NOT FOUND)
- Moving to english article ---> KO (404 NOT FOUND)
Actual result
The requested URL /es.html was not found on this server.

Folks, this is abnormal.
If the op has installed the Spanish pack as an extension, it should be considered the same as the 3 packs we can install in j4.
I will test tomorrow.
Btw, i would not use .html in links

Re-opening due to previous comment. Sorry for the confusion.
I can't reproduce the issue on 4.0-dev
- Installed fresh Joomla 4.0-dev and then French, German and Persian language.
- Logged in admin and installed the Spanish pack http://joomlacode.org/gf/download/frsrelease/21486/165589/es-ES_joomla_lang_full_3.9.18v1.zip using extension install.
- Installed Multilang sample data
- Set url rewriting and .htaccess
- Even tested with
Add Suffix to URL(.html)
All is working perfectly fine.

The issue will be closed. The problem was the .htaccess .

As far as i know only 3 languages can now be installed in j4, please look at #21806
