Pull Request for Issue #29509 (partial fix).
Summary of Changes
Under Home Dashboard, hover + icons of quick icons. Titles are in the format "Add XXXX".
In the sidebar menu, hover + icons. Titles are in the format "Add XXXX".
This PR standardizes the "Add a Note" label.
